The Main Investigation Department of the Investigative Committee of Russia has charged the deputy head of the Migration Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, Vyacheslav Fokin, and the former deputy head of the capital’s department for migration, Dmitry Takhtaulov (his arrest was reported yesterday by the Cheka-OGPU), as well as two entrepreneurs Andrei Shkolnikov and Vitaly Abramov in committing a crime under Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation (organization of illegal migration).
The investigation established that in 2021, employees of the capital’s migration department received from a commercial company controlled by entrepreneurs that does not carry out economic activities, applications for permission to enter foreign citizens containing false information about the purposes of entry. Based on these petitions, the indicated officials of the Department of Internal Affairs of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, using their official position, organized the illegal issuance of invitations for the entry of foreign citizens into the Russian Federation.
In order to confirm criminal activity, searches were carried out on the accused, during which cash and documents confirming their illegal activities were confiscated.
The investigators sent a petition to the court to select a preventive measure in the form of detention in relation to the detainees.
