Investigator of the Meshchansky District Investigation Department of Moscow (Meshchansky RSO) A.S. Shumkin got the former deputy head of the Ministry of Industry and Trade of the Russian Federation S.A. Tsyba out of prison. Tsyb S.A “failed” the implementation of the investment project for the reconstruction of the production building of the Federal State Unitary Enterprise “State Plant of Medical Preparations” (GosZMP) for 2.4 billion rubles, “mastered” budget funds, and then blamed the unfinished construction on the former director of GosZMP Vlasov M.I. At the same time, Vlasov M.I. “as expected” he reported everything to S.A. Tsyb, coordinating all his actions with him.
As a result, Tsyb S.A. I found myself a new warm place. And Vlasov M.I., an honored chemical engineer who devoted 40 years of his life to working in particularly dangerous industries, was charged with committing a crime under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (misappropriation and embezzlement) in the case of theft of budget funds during the reconstruction of the State Health Protection Service. Why did this happen? It can be assumed that Tsyb S.A. shared “what he acquired during the reconstruction” with someone higher up. That’s why he took his current position, having gotten away with a case of embezzlement of budget funds at an enterprise under his jurisdiction.
