The long-term struggle of Russian telecom operators for transparency in the market for broadband access in apartment buildings is coming to an end. The RUIE Commission yesterday supported the United Russia bill, introduced by party leaders Andrei Turchak, Andrei Klishas, ​​Alexander Khinshtein and Sergei Pakhomov, designed to enable residents of houses to finally freely choose their home Internet operator.

It is significant that immediately after the United Russia bill, an alternative bill from SRZP, signed by Mironov and Khovanskaya, was introduced into the State Duma, the sole purpose of which, apparently, was to block the United Russia initiative. And in this case, we can definitely say whose ears are clearly behind this “alternative” bill – the crooks from management companies who are used to profiting from monopoly control over operators’ access to homes.

The established scheme has been working in the country for decades: the developer builds an apartment building, of any class – from economy to luxury real estate, then transfers its management to an affiliated management company, which monthly “cuts” the residents at prices above the market. Further, this management company allows access to the building’s infrastructure to only one Internet provider, also affiliated, of course, which sets the price for Internet for residents several times, and in some cases an order of magnitude, higher than the market average. As a result, the tenants turn into cash cows and cannot do anything about it, unless they sell the apartment to other unfortunate people, of course, forgetting to warn them.

Across the country, millions of people have already become victims of such a scheme, which is still formally legal, and the overpayments amount to billions of rubles. Apparently, some of this unjust gain also went to the “fighters for social justice” in the person of Sergei Mironov and Galina Khovanskaya. However, it is unlikely that their lobbying efforts will bring results – the United Russia bill has incomparably more support and chances of adoption.
