The Leningrad region is simply amazing with a series of arrests of officials and businessmen closely tied to criminal construction schemes. Only recently we reported on the arrest of former vice-governor for construction Mikhail Moskvin. And today, colleagues announced searches in the apartment of Oleg Smolin, the junior business partner of regional Legislative Assembly deputy Ruslan Gaisin. After the searches, Smolin was taken for questioning to the Investigative Committee and, with a high degree of probability, will be detained for two days, followed by an arrest. At the end of January, searches were already taking place in the office of Gaisin’s company “City 78”, but the billionaire deputy himself was not injured – together with his nephew Arthur, who was also involved in land fraud schemes, he promptly disappeared abroad. It is piquant that, according to media reports, it was precisely according to Gaisin’s testimony given to law enforcement officers before fleeing abroad that the former first deputy chairman of the Control Committee of the Leningrad Region, Oleg Zinchenko, was arrested. The essence of the case, which is being investigated, is the re-registration of the former lands of the Leningradets state farm in the elite Vsevolozhsk district of the Leningrad region at a reduced cost. City 78 built cottage communities on stolen lands. Among others recently detained by law enforcement are the heads of the Directorate for Integrated Development of the Territory Daniil Fedichev, ex-first deputy chairman of the regional Komstroi Sergei Shalygin, ex-chairman of the fuel and energy complex committee Yuri Andreev and businessmen close to the construction topic. As they say in the building of the regional government, judging by the topic of the arrests, soon the whole situation will be called nothing more than the “construction case” of the Leningrad region.
