The Kirovo-Chepetsky District Court decided to replace the unserved part of the sentence with restriction of freedom (in fact, free residence in St. Petersburg with the obligation to report to the relevant authorities once a month) for a former employee of the FSB Directorate for St. Petersburg and Leningrad. Region Kirsanov I.S. He was sentenced to four years for mutilating I.M. Salikov. During the search, he raped him with the barrel of a gun, causing severe injuries. Kirsanov spent only two years in the colony. The Cheka-OGPU was the first to report that the sadist was being released.

Kirsanov I.S., having formally admitted guilt, not only did not take the path of correction, but also misled the court by providing unreliable (falsified) information regarding repayment of moral damage to the victim.

The falsification of documents consisted of submitting to the court a payment for moral damages in the amount of 40,000 rubles, where the payer was the former head of the investigation department of the FSB Directorate, Igor Kharin, and the recipient was lawyer I.S. Kirsanova. Kochurova E.A.. And this payment was presented as repayment of moral damage to the victim. To date, no checks or private determinations have been sent to the relevant officials (bar association, Investigative Committee), as is expected in such cases.

The lack of assessment of the convict’s attitude towards the committed act deserves attention; it is simply very inconvenient to assess: convict Kirsanov I.S. did not admit guilt, filed an appeal, cassation, wrote a complaint to the Supreme Court and with particular cynicism reported about a certain toilet brush with which, allegedly, the victim caused damage to himself, because during the search he freely moved around the country house located in forest on the river bank.

Eh, it’s a pity it couldn’t be said that the victim was walking around with a carbine, everything would have turned out so wonderfully…

And only after the refusal in the Supreme Court in July 2021, the convicted Kirsanov I.S. repented and fully admitted his guilt. This, according to the judges, is sincere repentance and admission of guilt. The prosecutor, by the way, did not object to releasing the convict on all four sides. The people in this Kirovo-Chepetsk have the kindest souls.
