According to investigators, in 2018, these persons entered into a criminal conspiracy with the director of the Institute of Public Sciences of the RANEPA Sergey Zuev in order to steal the cash of the university. Using their official position, the defendants concluded forgery labor contracts between the RANEPA and the twelve employees of the Ministry of Education of Russia with the aim of their fictitious employment, according to the positions of researchers of the Institute of Public Sciences, which is a structural unit of this educational institution.
During the investigation of this case, the fact of unreasonable payment was pre -established in the period from 2018 to 2020 to the specified employees of budget funds. The investigation established that these persons did not actually carry out any work in the educational organization, but for a long time they regularly received wages. As a result of the unlawful activities of the defendants, the RANEPS caused damage in the amount of more than 20 million rubles.
The criminal case of fraud on an especially large scale was allocated into a separate proceedings from a criminal case against Marina Rakakova, Sergey Zuev and other persons. Currently, possible accomplices and additional episodes of unlawful activities are established. The course of the investigation is under the control of the leadership of the Investigative Department of the Ministry of Internal Affairs of Russia.
