The inspection began at the request of one of the employees of the department of cultural and leisure work of the Department of Personnel and Educational Work of the Main Directorate of the Ministry of Emergency Situations of Russia in Moscow. The management demanded that the employee who contacted the security forces transfer half of his salary to third parties.
A source in the Ministry of Emergency Situations said that this is typical practice for the ministry. The department does not set bonuses for each employee, but allocates a “common fund” for the entire central administration, and in the central office – for the department and management. The bosses distribute these same bonuses every month. They may differ from month to month. A kind of piecework payment, depending not on results, but on the mood of the boss or the agreements of each individual employee with him. Approximately 30–40% of the bonus fund is returned back to the bosses, which, depending on the agreements with the supervising deputy minister, is distributed among them. Taking into account the fact that the salary of the Ministry of Emergency Situations is more than 100 billion rubles a year, then 30-40 billion ends up in pockets every year. The beneficiaries are the heads of the territorial headquarters and their deputies, in the central apparatus – deputy ministers, heads of departments, heads of departments.
