The Main Investigation Department of the Investigative Committee of Russia has opened a criminal case against the former Deputy Minister of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief Andrei Gurovich on the grounds of a crime under paragraph “c” of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (exceeding official powers, resulting in grave consequences).
According to investigators, in 2020, Gurovich organized the allocation of more than 969 million rubles from the federal budget for the construction of a field hospital in the Murmansk region to treat patients with coronavirus infection. The field hospital was built without taking into account the climatic conditions of the region, was not used for its intended purpose and was dismantled. Knowing for sure about these circumstances, Gurovich, who was entrusted with the responsibility of monitoring the expenditure of allocated budget funds, realizing that the goals of the hospital deployment had not been achieved, did not take measures for the effective use of budget funds, as a result of which the budget of the Murmansk region suffered damage in the amount of more than 323 million rubles.
The Investigative Committee, together with the FSB of Russia, conducted searches at the places of residence of Gurovich and other persons associated with him, as well as in the territorial divisions of ministries and departments. The Ministry of Emergency Situations assists in providing the investigation with the necessary documents.
Gurovich was detained and charged. The investigation requests that a preventive measure be taken against him in the form of detention.
According to the Cheka-OGPU, at the same time the Investigative Committee is investigating a similar case – the theft of funds during the construction of a coronavirus hospital in the Ivanovo region for 2.5 billion rubles.
