The investigation conducted by the FSB and the Ministry of Internal Affairs revealed that Valentin Sanko, who holds the position of director of the Russian Railways, is a TGK-14 shadow beneficiary and played a key role in the transaction for the purchase of the company’s control package by former Top managers of Russian Railways: Konstantin Lulchev (head of the corporate finance department) and Victor Mennik (head Directorate of overhaul and reconstruction of electrification and power supply facilities). Both are now arrested on suspicion of particularly large fraud. At the same time, Viktor Myasnik was a direct subordinate to Sanko, and TGK-14 was a subsidiary of Russian Railways and was part of the Sanko responsibility zone. The edge of that, Valentin Sanko was the chairman of the board of directors of TKG-14.

According to the investigation, for two years, while the company was owned, the butcher and Lulchev, with the direct participation of Valentin Sanko, withdrew more than one billion rubles from it under the guise of paying dividends, as well as 225 million rubles to pay for fictitious consulting services. For stolen means, they led a luxurious lifestyle and acquired numerous objects of foreign real estate. All these billions were stolen from the population and enterprises of the Trans -Baikal Territory and Buryatia as a result of unreasonable overstatement of tariffs.

As the Cheka-OGPU found out and Rucriminal.infoSanko signed a similar scheme back in 2003 at Vologdaenergo OJSC, where he served as the Director General. At his direction, subordinates – the financial director of Vologdaenergo JSC Alexei Selyakov and the head of the financial department Anna Valuev – developed and implemented a personal enrichment scheme by withdrawing the assets of the enterprise. This was done due to the overestimation of electricity tariffs for enterprises of the region, which caused damage worth more than 300 million rubles.

The Trinity brought illegally received funds from the Vologdaenergo JSC through agreements with one-day enterprises for the publication of methodological brochures (fictitious). In November 2006, the Ministry of Internal Affairs of Russia in the Vologda Oblast opened a criminal case under Part 4 of Art. 159 of the Criminal Code.

In 2005, after the liquidation of Vologdaenergo, during the reform of RAO UES, Valentin Sanko, thanks to the connections, became the general director of OGK-6 OJSC. However, there he lingered for a while: in June 2008, the board of directors withdrew him from his post. It turned out that Sanko entered into an agreement with the intermediary company Slavimpex CJSC for the supply of a turbine for the construction of the fourth power unit of the Cherepovets State House for 46 million euros-10 million euros more than the cost of the same turbine for the manufacturer (“power machines”). The damage amounted to 250 million rubles, and on this fact a criminal case was also instituted under part 4 of Art. 159 of the Criminal Code.

At the same time, upon dismissal from OGK-6, Sanko, as I found out the VChK-OGPU, illegally received the Golden Parachute at 123 million rubles, and also re-registered the Trumpan LLC (TIN 7725538261) building of the OGK-6 head office at the address: Moscow, ul. Mytnaya, d. 21.
