The story of the detention in the capital of the ex-chief of the Office for Migration (UVM), policeman of the Main Directorate for St. Petersburg and Leningrad Region Andrei Kolesnikov, which our colleagues reported this morning, has deep roots. So, back in November, a board of the Ministry of Internal Affairs was held at which an order was issued to the regions to tighten control over migrants. The fact is that at the height of the COVID epidemic of 2019-2020, very strong concessions were made for the registration of migrants.
“Now this flow cannot be stopped without serious tightening of the screws. It’s no joke – almost every fourth crime is committed by a migrant. So, putting things in order in this area is a priority for the Ministry of Internal Affairs for the next year,” commented our interlocutor at the St. Petersburg Investigative Committee.
As for Kolesnikov, according to our interlocutor, the criminal group he led managed to illegally register over 16 thousand migrants. At the same time, the daily income of werewolves in uniform could reach a million rubles or even more. Having learned about the work of his colleagues from the CSS, Kolesnikov quit and left for Moscow a month ago, but this did not help him. According to the Cheka-OGPU, more searches and arrests took place in the UVM case on December 13, and not only in St. Petersburg.
“The leadership of the St. Petersburg police held a video broadcast the day before, in which the new head of the Department of Internal Affairs, Nikolai Morgunov, even proposed that the functions of the migration registration department on the well-known Krasnye Tekstilshchikov Street should again be transferred to the district departments. Because there is such a tangle of corruption that there is no other way to unravel it,” the source said.
It is interesting that Andrei Kolesnikov, who was detained today, and his replacement Morgunov, are both Muscovites from the team of the head of the Main Directorate, General Plugin. Some of our interlocutors are of the opinion that the detention of Kolesnikov may be another move in the party that the regional FSB Directorate is leading against the Moscow Varangian police.
