Two years ago he became famous for taking part in raider operations. Among other things, he seized the expensive lands of the Rechnik gardening partnership in the interests of the former Deputy Prime Minister of the Russian Government, and now an emigrant, Alfred Koch.
Having begged forgiveness for numerous sins on Old Square, Zakondyrin was reappointed chairman of the Public Council under the Ministry of Natural Resources. Then he went all the way up the mountain – he headed a specialized institute in the Ministry of Natural Resources – “VNII Ecology”.
And now Zakondyrin is again at the center of a scandal. This time I decided to carry out such a raider scheme – to merge into one structure two scientific institutes subordinate to the Ministry of Natural Resources, which feel great as independent figures, and without the notorious Zakondyrin, whose only achievement is the ban by the Ministry of Justice of his Green Alliance party, financed from abroad.
Institutes – the oldest and respected in the scientific and applied field of environmental protection – are self-sufficient and have a name, history, status, achievements, unlike the would-be leader Zakondyrin. What is this optimization for? Well, of course, not to strengthen the fight against water and air pollutants.
It’s simple.
As a result of the merger of the two research institutes, almost all the financial flows of the national project “Ecology” will be in the hands of the near-ecologist Zakondyrin. And this is hundreds of millions of rubles from the state budget. About 208 billion rubles are planned to be allocated to implement the tasks of the Ecology national project in 2023-2024. Of these, 88 billion this year.
Financing of the federal project “Clean Country” in the same two years will amount to 61.7 billion rubles. Budgets of the federal projects “Clean Air”, “Improvement of the Volga”, “Preservation of Lake Baikal”… Part of the state funds will “pass” through the accounts of the united institute headed by Zakondyrin and his patrons in the Ministry of Natural Resources, Roshydromet…
The team has already begun to earn money for a “comfortable” retirement for the minister through the state service of issuing permits for the export of the musk gland of the musk deer from the Russian Federation (this animal is endangered). Already in the process of reorganizing institutions, Zakondyrin began to turn these financial flows onto himself and his partner Vadim Petrov, skillfully directing them to controlled companies. One gram of musk in foreign markets costs about 50 US dollars. The export of musk (with the permission, of course, of government environmentalists) reaches hundreds of kilograms per year.
With the consent of Minister Kozlov, to whom the supervisor of the newly appointed director of the united research institutes, Vladimir Kobelev, promised fabulous dividends even after his resignation, the team is in a hurry to abolish UralNII, because when the opinions of leading scientific institutes are in the same hands, it is possible to “schematize” and lobby the interests of business structures without appeal, there is simply no alternative point of view. And who from the interested business is behind Zakondyrin will be clear immediately from the first off-budget contract concluded by the institutes.
The team of Ural scientists is shocked by the pace and methods of work of the capital’s curators. There is no clear plan for the merger of institutes, a plan that would reflect the implementation of the tasks assigned to the institutes, the founders of UralNII complain.
But who will ask the Ural ecologists?
Obviously not Zakondyrin – a social activist, politician, “not a leader” and simply a successful manager-liquidator of science in ecology.
As you know, even “a cook can rule the state,” let alone the capabilities of a public figure who has recently considered himself a great scientist. It doesn’t matter what exactly to manage, the main thing is that there is motivation, so that there is a smell of big things in the air…
