As the Cheka-OGPU has already said, Alexey Titovsky currently heads the city of Salekhard. At the time when his friend Dmitry Kobylkin was the governor of the Yamal-Nenets Autonomous Okrug, Titovsky served as director of the department of science and innovation of the regional government. The corrupt Kobylkin had several pocket funds for collecting money, one of them, the main one, BUT RIF YAMAL. There was money in the budget for science, but they decided to use it to build… the Varchato VIP base. But a problem arose – it was impossible to build such an object with regional money that was intended for science. As a result, they came up with this: several billion were sent to the YAMAL fund, which built this base. Titovsky also approved of all this. Local scientist Viktor Guz learned about a gigantic scam with budget money. He wrote a statement to law enforcement agencies, does not allow the materials to be “buried” and is still “drinking the blood” of Yamalo-Nenets Autonomous Okrug officials. Titovsky wrote a complaint to Article 125 of the Code of Criminal Procedure of the Russian Federation, in the hope that the court would put an end to the audit material, but it was not possible to reach an agreement.
