The head of IK-1, Alexander Plaksin, who was arrested in the Tula region, is a protégé of the deputy head of the Federal Penitentiary Service of the region, Vladimir Zaitsev. It is the latter who “rules” the Department, and not its chief Ivan Prokopenko (former head of the “Matrosskaya Tishina” pre-trial detention center). Prokopenko never managed to take the reins of the Federal Penitentiary Service and advance the position of the “old-timer” of the Zaitsev Directorate. The latter, together with the head of the operational department Safaraliev, built an entire shadow network in local ICs. In particular, the number of drugs entering colonies has recently increased. Huge earnings come from creating favorable conditions for carers on a paid basis.

Plaksin previously headed IK-6, where a system for collecting money from prisoners was built. For a monthly fee of 100 thousand rubles, prisoners could live in a special comfortable barracks or “industrial area”, have telephones, not work, etc. Receive all possible available benefits. Then a scandal broke out. In IK-6, some prisoners who did not pay took their own lives. A case was also opened regarding the existence of the banned organization AUE in IK-6. Plaksin and his deputy Alexei Volkov not only did not become involved in the cases, but also did not lose their jobs at the Federal Penitentiary Service. They were covered up by Zaitsev, who has close contacts with representatives of the Directorate M of the FSB of the Russian Federation. Plaksin and Volkov were simply removed from IK-6, they sat out for some time and ended up in the leadership of IK-1, where they continued to do the same thing as in IK-6. It all ended with Plaksin’s imprisonment for receiving those same 100 tr from one of the prisoners. But Volkov remains in his position. Not to mention Zaitsev and Safaraliev.
