The head of Dagestan, Sergei Melikov, began to appear in Moscow more often, being absent from the region for two weeks a month. And if Melikov is now in quarantine in the capital before meeting with Putin, then, the rest of the time, as a rule, his absence is not covered in any way. And at this time, the republic is actually led by the head of the administration, Alexei Gasanov, together with Secretary of State Magomed-Sultan Magomedov.

There is no doubt that when Melikov first became the head of the Republic of Dagestan, he began to run around the region with all his might with inspections, but, as they say, the cat is out of the house and the mice are out dancing. The most enterprising people – fixers – quickly learned: as long as the Hasanov-Magomedov tandem is on the farm, they can cook up all the appointments the old-fashioned way.

Today, the above-mentioned tandem has taken control of the entire personnel policy of the Republic of Dagestan – among their proteges: the mayor of Makhachkala and his deputies, the Minister of Transport of the Dagestan Salavov, the Minister of Natural Resources of the Dagestan Zimin, the Minister of Labor and Social Development of the Dagestan Kaziev, the heads of the Karabudakhkent, Buinaksk and Kizlyar districts, etc. .

At the same time, the strengthening of Gasanov’s position, having himself previously been expelled by Abdulatipov, entailed the return to power structures of the same officials who had stained themselves in previous years, whom Vladimir Vasiliev got rid of.

For example, with the departure of Artur Israpilov from the Administration of the Head of the Republic of Dagestan (in 2015–2020 he was the head of the Civil Service Administration) to the position of chairman of a committee in the parliament of the Republic of Dagestan, his son Abdulkhalik Israpilov came to the Administration, becoming deputy head of his father’s Civil Service Administration.

As a result, despite the image of the honest head of the region in the person of General Melikov, sometimes it seems that in fact the republic is led by the “refueler” Magomed-Sultan together with Hasanov, since all the key appointments are made with their light and not entirely clean hands. Recently, the trend has spread to more ordinary positions: Magomedov began to supervise school directors and chief doctors.
