In the institutions of the Federal Penitentiary Service of Russia in the Omsk region, there is an intra-camp police from among the convicted “activists” who are vested with the functions of capos. These capos are endowed with control and administrative functions in relation to the bulk of the convicts; they are recruited by the administration of the institutions and are ready, at the command of the FSIN employees, to beat, torture, rape and even kill other convicts.
The first part of the archive of the Omsk Federal Penitentiary Service shows footage from CCTV cameras from the quarantine detachment for new arrivals. For more than 2 weeks, Gulagu.net had the opportunity to observe online what was happening in the dungeons of the FSIN institutions and found that in the quarantine of the Omsk colony there is a totalitarian system in place to suppress the will of newly arrived prisoners: they are ordered to sit on a wooden bedside table and learn PVR – internal regulations . Prisoners are prohibited from getting up from their bedside tables, walking from the premises of the quarantine detachment, they are prohibited from talking to each other, and they are required to stand at attention if the main capos or employees of the administration of the FSIN institution enter the premises.
