Pyotr Chuvilin and a person close to him, Alexander Chinov, compensated for their failures on the political front by the fact that ZATO Bank, controlled by them, entered the financial sector of the Chechen Republic. Chuvilin even became an adviser to the head of the Chechen Republic, Ramzan Kadyrov. According to the interlocutors, Pyotr Chuvilin, in order to strengthen friendship with the Chechens, lost them a Bentley car at cards, and countered with Ruslan Baysarov, who became the holder and manager of the financial resources of the leadership of the Chechen Republic. As a result, Chuvilin “laundered” the money of Kadyrov and Adam Delimkhanov.
By 2016, Pyotr Chuvilin felt like a celestial being and during private meetings he actively talked about his high-ranking acquaintances and partners, as well as about the “roof” from Lubyanka – about the current head of the Directorate of the FSB of the Russian Federation, Ivan Tkachev. As a result, the Tkachevs decided that it was time to begin an operation to land the talkative Chuvilin from the heavens. Another banker associated with Lubyanka, Oleg Kuzmin, accused Chuvilin of extortion and he was arrested.
