The government of the Tver region launched a new transport reform. The Committee of the State Order of the Tver Region announced purchases for “the performance of work related to the implementation of regular transportation of passengers and baggage by road at adjustable tariffs”, the completion of applications was July 12, 2021. The “Verkhnevolzhskoe ATP” will come to the auction, 51% of which through JSC Tveriawotrans belongs to the regional government, and 49% to the private suburbs of the control-service LLC. It is interesting in the following, we revealed an interesting chain of the foundation of the company, managing LLC Control-Service-LLC Management Company Autoline-Translaite. And the founder of this legal entity is the Autline Group JSC, and its founders, in turn, are two Cyprus offshores: Sandalio Khodings Limited ”(46%) and Lornalid Limited (3.99%). So it was in February 2020 when the new transport reform was rolled up in Tver and the Kalinin district. The purchase occurred, despite some opposition to the OFAS, which, however, was overcome by officials.
Prior to this, the Verkhneolzhiy transport already had such purchases only for the IT sphere. The Verkhnevolzhsky Automobile Transport Enterprise from Tver on December 31 broke up with an amount of almost four million rubles, which will go to the provision of PR and SMM control services of the ATP brand. Everything happened on one day: the general director of the enterprise Anatoly Rumyantsev signed an agreement with the only supplier – the Moscow Depot advertising agency, registered in October 2018.
Despite the fact that the agency’s website indicates several statelines, there is no information about this tender. Perhaps the company went to the company through intermediaries or without any competitions.
By the way, a little earlier ATP entered into a contract for services in the field of IT worth almost 800 million rubles. To introduce and establish digital technologies for the carrier, the only supplier undertaken – LLC “Verkhnevolzhya transport”, which is owned by the same regional minimumacy (51%) and Cyprus offshore “Fredleik Holdings Limited” (49%). As in the previous case, the placement of the tender and the conclusion of the contract happened on one day.
