Let us recall that the SORM system involves storing user traffic, namely their text messages, voice information, images, video information, etc. It also provides security forces with access to this information.
In July, four such companies were fined: Joinnet, MosLine Group, IT Solutions and MP Yarmak. At the moment, we are not talking about turnover fines, the law on which will come into force on January 1 next year and may be unaffordable for some companies. Now providers and telecom operators are charged with clause 4 of Art. 14.1 Code of Administrative Offenses (gross violation of license). But the Arbitration Courts are still being lenient.
Thus, in July, Joinnet suffered the most out of the four named; the capital’s Arbitration Court, according to the protocol of Roskomnadzor, issued a fine below the lower limit in the amount of 50,000 rubles. To the rest of the companies, the judges applied the clause on small/medium enterprises and imposed a penalty of 4,000 rubles.
In the regions, according to the file of cases, the situation is similar, the Cheka-OGPU found out.
