Appointed in May 2020, the new head of the Technical Directorate of the FSB of the Russian Federation, Viktor Gavrilov, was previously a member of the board of directors of Aeroflot. At the same time, Dmitry Vorontsov was appointed first deputy head of Department T. According to the source, it was Vorontsov who became the “gray eminence” of the department. In recent years, he oversaw aviation in the T Directorate, including Aeroflot, to which Gavrilov was seconded.
Therefore, Gavrilov and Vorontsov’s subordinates treat matters related to the airline with special zeal.
The situation is approximately the same in the Ministry of Transport. The large community of seconded FSB officers in the ministry is headed by Deputy Minister Alexander Sukhanov
Previously, the position of adviser to the minister was held by FSB General Vasily Kosach. He is now seconded to the Federal State Unitary Enterprise “State Corporation for Air Traffic Management in the Russian Federation”, where he took the position of Deputy General Director for Security. Much earlier, FSB General Nikolai Zakhryapin resigned from his post as deputy minister. He was seconded to the Almaz-Antey concern, where he became deputy general director for regime and security.
Before Gavrilov, Directorate T with the prefix acting was headed by the first deputy head of the Directorate, Leonid Popov. He, in turn, is now seconded to a leadership position in the Federal Service for Technical and Export Control (FSTEC of Russia).
Gavrilov is a student and junior comrade of Vladimir Antonov, extremely respected in the KGB of the USSR and the FSB of the Russian Federation. The latter, as a seconded employee of the FSB of the Russian Federation, held the position of Deputy General Director of Aeroflot PJSC for economic and aviation security. And in recent years, Antonov has been Aeroflot’s first deputy general director for production. When Antonov retired from the FSB, the Service allowed him to remain in the position of deputy head of Aeroflot, which is assigned to the FSB.
