Earlier, the Cheka-OGPU wrote that on August 2, 2021, the Prosecutor’s Office of Chuvashia recognized Lesnichy and his ANO “Commission for Investigation, Expertise and Control of the Activities of Professional Communities in the Financial Sector” as interested parties, which excluded their participation in criminal proceedings as experts. But on July 23, 2021, Lesnichy already managed to transfer one financial and economic examination to investigator D.V. Beltsov.
ANO “Commission…” receives more than 7 million rubles for carrying out the examination – fabulous money, given the low qualifications of the workers, as well as the fact that payments to criminal experts are made from the budget. The fee had to be saved by falsifying documents – making a “retroactive” cancellation of the illegal resolution on the appointment of an examination and replacing it (with the same date – June 10, 2021) with an assignment to specific experts who are experts of the same ANO “Commission…” – subordinates of the Forester.
This only worsened the picture, since the interest of the experts did not go away; in the case materials, when the prosecutor’s office checked these documents in August 2021, it was clear that they were planted later. Now everyone who was in the “topic” immediately emerged. It became clear that investigator Beltsov D.V. and his boss – Deputy Head of the Investigative Directorate of the Ministry of Internal Affairs for the Chuvash Republic, Lieutenant Colonel of Justice E.V. Shchepalova. with the Forester at the same time, otherwise why “save”, albeit in an obviously unsuitable way, the illiterate expertise of the Forester. Moreover, Beltsov himself does not believe that, as evidence, the examination of the ANO “Commission…” will remain in the case. Already on August 27, 2021, Beltsov orders essentially a repeat examination at the ECC of the Ministry of Internal Affairs for the Chuvash Republic. Here the question immediately arises: why was it necessary to be so stubborn and defend the Forester with his ANO “Commission…” in every possible way, if there are government experts right next door who do not have to pay millions of budget rubles?
Do investigators in Chuvashia really share their fees with the Forester? If so, then it becomes clear why the ANO “Commission…” should appoint as many as eight unnecessary examinations in one criminal case.
By the way, after the publications of the Cheka-OGPU, TsFR LLC on December 15, 2021 withdrew from the founders of the ANO “Commission…”. Apparently the Forester messed up a lot and is now covering his tracks.
