Background of the issue. Several years ago, scammers pulled off a mega scam: they falsified resolutions of the local administration on the allocation and sale of land plots in the Krasnodar Territory. Naturally, the scam was discovered. As a result, 11 thousand plots of land were seized as part of the case of illegal withdrawal of 4 thousand hectares of land from the National Park. The prosecutor’s office initiated the filing of claims against the owners of the seized plots (from 600 to 1,600), most of whom were bona fide purchasers.
The claims were recognized as justified by the courts of first and appellate instances, and the missed deadline for filing prosecutorial claims was recognized as valid, since the facts of the crime were revealed recently.
And this is where the miracles of corruption begin. 4KSOYU begins to selectively overturn decisions of lower courts (88-26349/2022 of September 15, 2022, 88-9724/2023 of February 28, 2023, No. 88-14348/2023 of April 18, 2023, etc.). Most of the decisions concern persons affiliated with Vahan Harutyunyan, his 27 companies and AVA Group. That is, plots have been confiscated from hundreds of ordinary residents, but the “Arutyunyanites” will be returned through the efforts of 4KSOYU.
Vahan Harutyunyan and his accomplices are well known for their numerous fraudulent schemes in the Krasnodar region. One of them is the theft of Khosta Chai land plots from Natalya Mikhailova and other shareholders. Through the efforts of the misplaced Cossack A. Selvyan, the chairman of the board of directors Yu. Voenblatov and lawyer A. Kiriyenko, the share of Mikhailova and other shareholders “dissolved”. Now the priceless land is in the hands of Utrish Land LLC with beneficiary E. Ambartsumyan, associated with Vahan Harutyunyan and AVA Group.
Active assistance in Vagan Harutyunyan’s frauds is provided by the deputy of the Legislative Assembly of the Krasnodar Territory (member of the committee on industry, construction and housing and communal services) Anna Nevzorova and her well-connected social activist husband Pavel Nevzorov.
