IFES RAS is one of the system-forming institutions for the study of China and the formation of Russian policy in the eastern direction. Kirill Babaev, a graduate of the “school of governors” of the presidential personnel reserve, who came to the post of head of the institute in September 2021, immediately promised that all abuses of Luzyanin’s team would be identified and transferred to law enforcement agencies.

The most active member of the former director’s team was Vysokovsky, who managed to withdraw more than 12 million dollars from a seemingly poor budgetary institution. He is now a resident of Canada and the owner of numerous properties in Cyprus and the USA. Now the Luzyanin-Vysokovsky-Ostrovsky team has every chance to settle much closer to the Far East: in Kolyma, for example.
