Until mid-February, the former head of the Directorate for Migration Issues (UVM) of the police Main Directorate for St. Petersburg and the Leningrad Region, Andrei Kolesnikov, will be in custody, accused of part 3 of Article 286 of the Criminal Code of the Russian Federation – abuse of official powers as part of a group by prior conspiracy. This decision was made by the Oktyabrsky District Court of St. Petersburg on December 15.
As we have already told, Kolesnikov was detained by the FSB in Moscow on December 13 and taken to the northern capital. He is accused of illegally registering migrants, and on a massive scale. Today some details of his machinations have become known. Thus, according to investigators, over the past three years, having organized illegal access to the Elpost migration registration system for businessmen who allegedly carried out hotel activities, Kolesnikov and his accomplices registered 16,251 foreign citizens from the CIS countries. Moreover, of this number, 3,166 foreigners were previously brought to administrative responsibility, and 76 to criminal liability, including for committing serious and especially serious crimes. According to investigators, the illegal business of registering citizens in mini-hotels and inns was carried out by a businessman whose father was a close friend of Kolesnikov.
Let us cancel that, according to interlocutors of the Cheka-OGPU who knew Kolesnikov personally, migrants were registered in batches and on such days the amount of illegal income of Kolesnikov’s group could easily exceed a million rubles a day.
