Today in the administration of the small city of Kotovsk in the Tambov region, security forces are conducting searches. The reason was the next criminal case associated with the theft of almost 200 million rubles of funds of the Housing and Public Utilities Reform Fund for Reform. A year ago, the security forces already issued documents from the local admin offices when it turned out that when the concession was concluded with Company Infrastructure LLC, federal money was stolen. As it turned out later, 200 million stolen during the construction of new boiler houses was included in the tariff for the population for thermal energy as an investment allowance.
The costs of the concessionaire of Company Infrastructure LLC are reimbursed through the fee of the population and budget organizations for heat and hot water, but since they were fictitious in this case, the region’s budget was damaged several million rubles. At the same time, not only the budget, but also the residents of the city, who have paid for the high communal apartment due to the stolen millions for several years. The criminal case was instituted under Part 4 of Article 159 of the Criminal Code of the Russian Federation.
The “dirty” concession was signed by the head of Kotovsk, the former FSBSHNIK ALEXEDEY PLAKHOTYKOV. Given that he himself has a business in the communal sphere in the region, it is amazing that he burned in a communal apartment. By the way, from the Plahotnikov’s office they kicked out precisely for commercial activities in the 90s. Now he is also facing a criminal record.
