Let us remind you that according to the law, all types of testing laboratories and centers in the Russian Federation must undergo accreditation in the national accreditation system. This is what the FSA does. But some laboratories receive the document instantly, despite non-compliance with the standards, while others wait for months for a simple inspection from the FSA. Who will be the lucky one and who will be sent away is decided by the head of the FSA, Nazariy Skrypnik. This provides ample ground for corruption.
Thus, the Novosibirsk companies MeraTech, Favorit and Favorit DV are truly the region’s favorites in the field of certification, because there are simply no state laboratories there. These same companies are linked into a scheme with the Group of Companies “CENTER FOR EXAMINATION AND CONFORMITY ASSESSMENT” (legal entity – OS TsPS LLC), and the entire network belongs to the family of a major regional United Russia deputy, chairman of the board of the Association for Promoting the Activities of Certification Bodies, Testing Laboratories (Centers) ) and expert organizations of Alexander Kulinich.
In December 2020, Skrypnik received a call from Senator Alexander Karelin. By a strange coincidence, he represents the Novosibirsk region in the Federation Council – and he is also in the same party with Kulinich. By the way, Kulinich runs the local reception office of United Russia Chairman Dmitry Medvedev. Judging by the screenshots of the correspondence, Karelin asked to resolve the issue with Kulinich’s companies. The issue, of course, was resolved positively.
The appearance of these screenshots on the Internet stirred up the swamp of the Federal Accreditation Agency. On December 13, Vikharev was quietly fired out of harm’s way – now with the rank of acting. The management is headed by Andrey Makarov. At the same time, at least three faithful employees who Vikharev brought with him from Tatarstan remained to work in Rosakcreditation: this is the deputy head of the same department, Alsou Sadrtdinova; head of the accreditation department in the field of conformity assessment of electrical products (this is the FSA department) Ruzil Gainullina; Head of the accreditation department in the field of confirming the conformity of building materials and fire safety (of the same department) Karina Mingazova.
The situation with the leak of information about corruption schemes to the FSB worried Skrypnik and State Secretary of the Ministry of Energy Khersontsev. This was even discussed at the meeting.
Removing Vikharev from the corruption scheme can only slow it down – but not eliminate it. Rosakkreditatsiya is mired in agreements, fake certificates, “help” to the right people and abuses.
