The execution of government contracts has become a real Klondike for Perm officials. This is not the first time that the Ministry of Information Development and Communications of the Perm Territory pays for dubious services and purchases unnecessary computers and other equipment for tens of millions of budget rubles.

The scandal with the 100 million dollar contract of the St. Petersburg company Medtekhnika Spb for the supply of technical equipment for modernizing a data processing center has not yet subsided, as other equally dubious bills have already been paid.

True, the size and appetites of the subordinates of the Minister of Information Development Pyotr Shipilovsky are much more modest. But the handwriting is the same. The Center for Information Development of the Perm Region, created under the ministry, acquired a batch of laptops at the beginning of the year.

Despite the official conclusion of the examination that “the delivered goods do not meet the characteristics specified in the technical specifications,” the deputy head of the Center, Konstantin Borodin, hastily ordered the transfer of more than half a million rubles to successful businessmen.

And it doesn’t matter where these laptops are now – whether they are gathering dust in a warehouse or are used by the Center’s employees for personal purposes – the job is done. The Minister of Information Development can continue to be proud that his department is one of the largest players in the government procurement market.
