In total, more than half of Russia’s gubernatorial corps is now under sanctions from the EU, Great Britain and the United States – 50 people (not counting the acting heads of Ukrainian territories annexed to the Russian Federation after the referendums of September 23-27).
At the same time, only six were included in all sanctions lists – governors of the Moscow region Andrey Vorobiev and Novosibirsk region Andrey Travnikovheads of Chechnya, Crimea and Sevastopol Ramzan Kadyrov, Sergey Aksenov And Mikhail Razvozhaev respectively, as well as the mayor of Moscow Sergei Sobyanin. A number of restrictions regarding Kadyrov and Aksenov have been in effect since 2014, Razvozhaev has been under certain sanctions since 2020, Sobyanin – since April 2022.
The sanctions lists compiled in Brussels, London and Washington, for the most part, have the same names, but there are also those who appear on only one of them. For example, only the UK has introduced restrictions against governors Amurskaya, Saratovskaya, Arkhangelsk, Magadan And Omsk regions, as well as chapters Kalmykia, Dagestan And Ingushetia.
Governors of the Kaliningrad, Novgorod, Smolensk regions and Tula regions Anton Alikhanov, Andrey Nikitin, Alexey Ostrovsky And Alexey Dyumin appear only on the US “black list”. At the same time, there are suspicions that Nikitin could have been included in it by mistake, since he has the same last name Gleba Nikitina – governor of a region with a similar name – Nizhny Novgorod region. The latter is subject to UK and EU sanctions. In the Nizhny Novgorod village of Mulino there is one of the large collection points for the mobilized. Alexey Dyumin has been under American sanctions since 2018.
Finally, only the EU imposed sanctions against the Tver governor Igor Rudeni and heads of the Astrakhan region Igor Babushkin. However, such a discrepancy in sanctions against governors does not mean that the US, EU and UK will not work to synchronize the lists in the very near future. And the opaque criteria for introducing restrictions give the head of any Russian region a chance to be blacklisted.
