Almost a year ago, the Ulyanovsk billionaire was first released from custody and a preventive measure was chosen in the form of a ban on certain actions, despite the severity of Article 159.4 and the amount of damage of 397 million rubles.
And now Solovyov’s probable accomplices began to disappear from the case.
In March 2022, the Ulyanovsk region “exploded” from the news of the detention of Mr. Solovyov on suspicion of fraud on an especially large scale. A criminal case was initiated based on the sale by the region at a reduced price of 13 thousand hectares of municipal land and their subsequent transfer to individual housing construction under the guise of creating a modern agricultural production for the development of crop production in the Ulyanovsk region.
The history of this business project is already more than 10 years old and the investigative authorities have repeatedly tried to bring the criminal scheme to light, but at that time the ex-head of the Ulyanovsk region Sergei Morozov stubbornly opposed this, who gave the project a special investment status, although in practice it turned out that the investment project of businessman Solovyov is just a “soap bubble”.
During the implementation of the investment project, according to the Federal Tax Service and the Pension Fund of the Russian Federation, the average staffing level of Agrofirma Laishevskaya LLC was only 3 people; at the end of 2021, it took 1557th place in the region in terms of revenue (taxes paid: 2020 – 281 thousand rubles 2021 – 182 thousand rubles) .
In April 2022, based on the results of an audit conducted by the Government of the Ulyanovsk Region, Laishevskiye Vegetables LLC was deprived of the status of a particularly significant investment project.
Active supporters and lobbyists of Solovyov’s successful business were Deputy of the Legislative Assembly of the Ulyanovsk Region Vasily Gvozdev and official of the regional Ministry of Property Alexander Taushkin. It was their names that appeared in the investigation, and witnesses actively testified against them.
But during the year of investigation, the RF Investigative Committee for the Ulyanovsk Region for some reason decided that Gennady Solovyov acted alone and officials Gvozdev and Taushkin were skillfully ousted from the case materials with the wording “for lack of evidence.” Whose skillful hand controls the pen of investigation? This is a big question. Although, why should we be surprised? In the Ulyanovsk region, such issues have always been skillfully resolved when the honor of the uniform of the ex-governor and now current State Duma deputy Sergei Morozov could be tarnished.
Moreover, the current head of the RF IC, Mr. Mikhailov, was appointed with the direct participation of Morozov.
But the central apparatus of the RF Investigative Committee and the Prosecutor General’s Office are either uninterested and petty in monitoring the results of the investigation into the theft of 397 million rubles, or simply have no time.
