Or how money was written off through “switchmen” – in the case of government orders, which were “mastered” through subordinate federal state budgetary institutions (FSBI), which were supervised by Kozlov’s associate and director of the department of digitalization and business management Sergei Khovrat.
You can recall the case when Kozlov acted as a traveling salesman and personally asked top managers of Rosneft, Novatek, VTB, etc. “to provide financial assistance” for carrying out its events “Arctic Agenda 2021” in the amount of no less than 20 million rubles. And the Ministry of Natural Resources asked for money for the event to be sent “for feeding” to the private LLC “New People” under the leadership of Alexandra Zaitseva.
Or, say, such a scandalous decision as the green light to cut down 15,000 relict oak trees in the protected Volga-Akhtuba floodplain, which is included in the UNESCO World Heritage List, can still be justified as being within the powers of the ministry. And in parallel, 6 billion rubles will be spent by 2023. during the implementation of the national project “Ecology”.
We can also recall a mansion on the banks of the Zeya River in the Amur region, which was discovered by Amur journalists, who simultaneously established that the house was nominally registered to the company Spetspromstroy of Irina Kozlova and the former director of Amur Coal Alexander Dashkevich, in which Kozlov himself began his career .
Or a scandal when Kozlov, while still governor of the Amur region, was accused of involvement in the extraction of sand and gravel mixture.
But we repeat, for the time being, Kozlov’s comrades successfully “lobbied.” And now, as we see, the air of high offices has played a cruel joke on the “concession participants” – and they have “lost their shores.”
We are talking about a project to improve the Amur River worth a record almost 63 billion rubles, which Minister Kozlov is lobbying for. The cutting project was cleverly encrypted between the improvement of the Volga and the preservation of the heritage of Lake Baikal. But the amount is huge – and its “development” threatens to lead Kozlov and his “brigade” straight to places not so remote.
