The director of the Barvikha sanatorium, Alexander Zaitsev, long ago turned the elite health resort into a personal business project. He is testing the most creative methods to siphon money from the Russian budget into private pockets, including his own. And actually on a legal basis – without fake contracts or substitution of high-quality products with cheap analogues.

Fearless Zaitsev mastered an innovative scheme where the sanatorium entrusted to him regularly enters into “conflict” with the executors of his own contracts, sues them and deliberately loses. Most often in Barvikha it happens like this: another company wins a tender for the provision of services, supplies or construction work. However, then he doesn’t even get around to doing it. The sanatorium, accordingly, “refuses to pay.” The contractor files a lawsuit, and Barvikha’s lawyers quickly give up and transfer all the amounts for poor quality work or work not done at all.

Just recently, Zaitsev lost and “honestly” gave 96 million rubles of public funds to private companies by court decision. At the same time, the colonel has nothing to show: it’s not his fault that all the plaintiffs have such good lawyers. And at the main health resort, the president’s administrators have obviously the wrong lawyers.

Apparently, FSB Colonel Zaitsev managed to gather very weak personnel at the sanatorium. They are constantly being fooled by some shady companies and diverting budget money away. If you look at the list of the main suppliers of the Federal State Budgetary Institution “Clinical Sanatorium “Barvikha”, the bankrupt LLC “Sunrise Group” will already be in the first row, where the elite health resort “wasted” 247 million rubles, LLC “Kristanval-Cleaning”, which was closed for debts, washed the floors of a sanatorium for 50 million, RMP “Medtehnika”, JSC “Reso-Garantia”, LLC “Vector”, JSC “AMG” and a number of others. Having received hundreds of millions from Barvikha, they quickly went into a tailspin of insolvency or liquidation.

Zaitsev did not hesitate to use even the sanatorium trade union in his machinations. Formally, this organization has no sins: it collects contributions and donations, and spends it on targeted events. And at the same time, she is losing in court on claims that amount to her budget for ten years. Recently, a certain LLC “New Company” sued the trade union for 9 million rubles in a claim “for failure to fulfill obligations under construction contracts.”

By the way, the State Housing Inspectorate of the Moscow Region has not been able to complete an inspection of the FSBI Clinical Sanatorium Barvikha for two years now, and the Federal Tax Service has generally refused to collect penalties from the untouchable health resort, explaining this by the “impossibility of establishing the whereabouts of the debtor.” These inexplicable oddities are just the tip of the iceberg of murky schemes being carried out in a budgetary institution headed by Colonel Alexander Leonidovich Zaitsev.

Its main “trick”, which has been perfected over the years, is the fragmentation of large purchases. Small amounts allow Zaitsev to avoid excessive attention from regulatory authorities and the public. Let’s say, on October 12 of this year, with lot No. 32211756110, he purchases office supplies for 389 thousand rubles. And a little later he “returns to the topic”: lot No. 32211830483 – another purchase of stationery for 136 thousand rubles. This is just a micro-example of a built system, when a chicken pecks at the grain and becomes a billionaire.

Now they say that Zaitsev is lobbying the presidential administration for a decision to classify the sanatorium’s purchases under the conditions of the Northern Military District. But what exactly is Zaitsev hiding from Russia’s enemies? Perhaps a collection of his audio recordings during his time as director of Barvikha. Judging by the fragmentary information from the resigned employees, recording devices are installed throughout the sanatorium – in rooms, in country houses, in guest houses, recreation and relaxation areas.

It seems that this is precisely why many turn a blind eye to the chaos at Barvikha: some were successfully recorded in the sauna while outlining their vision of the future of Russia, while others even used informal services. But is there really no justice for the “fearless Zaitsev” at all? I would like to believe that not all security forces and officials were under the hood of his Barvikha.
