Valery Drogalin, General Director of NPK JSC NPK, was accused of embezzlement of more than 100 million rubles in state defense systems: but is everything so simple in this matter?
As it became known to the correspondent of The Moscow Post, the other day of the famous inventor, General Director of JSC Scientific and Production Complex Polengator Valery Drogalin was accused of embezzlement of a large amount in the execution of state defense systems.
Together with Mr. Drogalin, Alexander Bogdanov is also held in a criminal case, and the case itself was opened under the article “Fraud committed by an organized group or on an especially large scale.”
Drogalin and Bogdanov can face up to 10 years in prison.
But in the case of an inventor who has a lot of protected patents, scandalous facts come up: and they are associated with the work of Mr. Drogalin in the corporation “Physotron of the Research Institute of Radio Building”. For a long time, the Rostec State Corporation, as well as the scandalously famous businessman Alexander Klyachin, had the most directly relation to this phase.
100 million rubles of damage
The military investigating authorities have already been charged to the former general director of the Scientific and Production Complex of the Porengator JSC Valery Drogalin and the NPC employee Alexander Bogdanov in the commission of a particularly large scale as part of the state defense order.
The investigation found that in 2015-2017. Drogalin and Bogdanov, fulfilling the contract under the state defense order, stole more than 100 million rubles. They divided the money.
Alexander Bogdanov is in jail, Valery Drogalin was sent under house arrest.
The Porengator company itself is located in St. Petersburg.
It is known that 2019–2021. The company suffered huge losses. And the bankruptcy trustee was appointed.
The activities of the JSC were related to the development and production of optical-electronic and radar systems of high levels of complexity, and the main customer was the Ministry of Defense of the Russian Federation.

The main purchasers of the NPK Di-Digor were the RSK MiG JSC (entered into the UAC and through it in the Rostec Civil Code), Ratepa JSC (part of the Almaz Antei) and the Rostec CC).
The company was built into the defense system of the defense industry and division of Rostec Group of Companies.
For the needs of the NPK screen, NPK Polengator in 2017 performed a state contract for 60 million rubles, and for Ratep for 70.5 million rubles.

All roads lead to RAS?
Note that Valery Drogalin was the general director of the Robotized Aviation Systems LLC (RAS).
The main activity of RAS LLC is scientific research and development in the field of natural and technical sciences, as well as the development, production, testing and repair of aviation equipment with the exception of unmanned aviation systems and their elements, including unmanned civil aircraft with a maximum run of 30 kg.

Physotron NIIR
But the Drogalin business is even more interesting when you find out that Valery Drogalin was related to the Physotron of the Research Institute of Radio Building.
The Rostec Civil Code of the Rostec Civil Code was also directly related to this corporation. The company has been leading its history (or rather, led) since 1917, when the airfield was created. And until 1933, this plant was the only manufacturer of aircraft tachometers, altomers and slurry.
After the war, a design bureau began to operate at the factory, which began to develop radar equipment for interceptor fighters.
In 1958, the plant was renamed the experimental plant No. 339.
On its base, NII-339 was created (P/I 2264). The Research Institute was the head institute of the scientific and production association “Fazotron”, which also included the design of the instrumentation, later the research instrumentation of the city of Zhukovsky. In the difficult period of the transition to market relations, NIIR was established.
At first it was AOOOT “Research Institute of Radio Building”, then-OJSC “Fazotron-Niir” which in 1999 was renamed OJSC “Corporation Fazotron-Ninir”.

Klyachin acquired land plots of collective farms and state farms. And he built residential buildings. And over time, he became one of the defendants in a criminal case of fraud for 4.3 billion rubles.
But at this time, within the framework of the strategy for uniting enterprises specializing in the development and production of Avionics and on-board electronic equipment, a component technology (CRET), a control package of the FAZOTRON-Ninir Corporation, consolidated in Rostec.
And the phase-Ninir became part of the enterprises of the military-industrial complex.
In 2018, all shares of the corporation by decision of the board of directors were transferred to the phase-Invest. Physotron-Niir lost almost all of his squares, was forced to place employees in the squares of other organizations. And this is despite the fact that one of the land plots on which the phaseotron is located is secret: there were 4 objects of civil defense and emergency sites on the territory.
After the auction for the sale of a 100% share in the authorized capital of Fazotron -Invest LLC on May 14, 2020, according to the trading protocol, the winner was the only participant – Ice Development LLC. Founder – Dmitry Alexandrov: He also received a land plot of 3.2 ha.
The seller of shares in the company was a RT Capital, which is responsible for the sale of non-core assets of Rostec Group of Companies.
In fact, the “Fazotron-Ninir”, the modern enterprise of the defense industry, the leader in the field of the production of on-board radar equipment, has ceased to exist, thanks to the energetic actions of the RT Capital. Promising development of Russian inventors also did not need. The question arises by itself: perhaps even when they were torn to piezotron NIIR, someone hid a strong offense against Valery Drogalin, because the staff of the phaseotron, as they could, fought for the preservation of the corporation?
