During the period 2019-2020. The prosecutor’s office of the Leninsky district of the city of Cheboksary of the Chuvash Republic and the FSB Directorate for the Chuvash Republic organized an inspection against the management of JSC “Cheboksary Electrical Apparatus Plant” – JSC “CHEAZ” (hereinafter referred to as the Enterprise), regarding the theft of funds from the state budget in the amount of 284 million rubles allocated under an agreement with the Ministry of Education and Science of the Russian Federation No. 13.G25.31.0060 dated October 22, 2010, with the involvement of the Federal State Budgetary Educational Institution of Higher Education “Ufa State Petroleum Technical University” (hereinafter referred to as the University).
By checking the fulfillment of the terms of the contract, it was established that the Enterprise did not comply with clause 2.1.5. agreement for the production of a certain volume of new and improved high-tech products (services) produced using the results of R&D performed. Thus, for the period from 2010 to 2017, the enterprise produced these products in the amount of 560,444,000 rubles, with a volume stipulated by the contract in the amount of 5,312,030,000 rubles. Also, target 10.2 was not achieved. clause 2.1.5. agreement to organize a new serial production for the manufacture of a high-voltage variable frequency drive (VFD) with a capacity of at least 70 units by the end of 2017. Thus, at the end of 2017, only 12 units of products were produced instead of the required 70.

An inspection of the technical documentation established that, within the framework of the contract, the Enterprise, instead of the Russian developments required under the contract, assembled products based on ready-made cells and controllers from TMEIC (Toshiba-Mitsubishi), Japan, with the installation of the CHEAZ VChRP – TM (TIMEIC) nameplate.
Thus, the Japanese side entrusted the Enterprise with engineering, assembly, supervision, commissioning and maintenance of drives of universal variable-frequency AC electric drives for industrial loads (VChRP-TM). That is, there is no talk of any production of high-tech equipment – pure fraud! The very fact of using a foreign controller as the main intellectual element of the system carries the possibility of unauthorized influence on a critical infrastructure facility by third parties if there are hidden functions in the hardware and software of the controller produced by an unfriendly state! The fact of deliberate fraudulent actions in the development of budget funds allocated for the development of HFRP is also confirmed by the absence of experimental design and technological work under this agreement at the university (Ufa State Petroleum Technical University).
According to a certificate from the university, these primary documents for the development of 284 million rubles of budget funds were handed over to waste paper…
One can only guess what will begin on the ground when the news of the corruption scandal in Cheboksary and Ufa reaches Moscow and the Prosecutor General’s Office.
