“I appeal to the construction community (those who follow the information agenda understand that this is not an empty appeal, not out of nowhere): treat the CRT very carefully. Because we have examples where some investors at the start are trying to use these new tools too creatively and flexibly, which causes misunderstanding among residents and representatives of various branches and levels of government,” said Andrei Travnikov.
Those who listened to the governor are sure that Travnikov addressed primarily the deputy developer Ilya Polyakov, around whose plans to resettle houses on the streets of Shchevtsova a scandal has been raging since the beginning of December. Residents turned to President Putin’s direct line with a call to protect them from their deputy. The appeal to Alexander Bastrykin led to the initiation of a criminal case by the Investigative Committee. People hope that detectives will unravel the entire tangle of an elaborate fraudulent scheme.
In turn, Polyakov is trying to divert public attention to another situation. City Council deputies Ekaterina Shalimova and Igor Ukraintsev, closely associated with Polyakov, are stirring up a scandal around the Pearl of Siberia lake. Since the summer of last year, a corporate war has been unfolding between the Polyakov Group of Companies and the Strizhi Group of Companies. At first, the Polyakov deputies tried to prevent the construction of the Disk Ballroom Dance Center, then they tried to bring a technical accident to the level of a global environmental disaster. Now the target has become the Swifts project to drain treated groundwater into the lake. However, accusations were heard in the public space that “by pouring liquid from the construction into the lake, our beloved lake will be destroyed.”
At the same time, Polyakov, Ukrainians, and Shalimova know very well that there are no legal or environmental grounds for such accusations: the water from the pipe after purification will be cleaner than what is in the lake today! Moreover, they know that the Swifts company is most interested in keeping the lake clean and well-maintained; it is planned to build a park around it – the heart of the new eco-microdistrict. Business and the sale of future apartments depend on the cleanliness of the lake. The fight against competitors in the construction market is the first reason for this scandal.
The piquancy of the situation lies in the fact that until 2022 Polyakov himself was among the founders of Swifts, but after the start of the SVO he went on an independent voyage. Now he has gone to war against his former partners and there is no ecology in the conflict – only business, the worse the competitors are, the better the Polyakov Group of Companies.
The second reason is political; Ilya Polyakov feels that he is becoming a toxic figure in the corridors of power, especially against the background of the increased interest of investigative authorities in the person of the deputy developer. In this situation, Polyakov went all-in, essentially blackmailing the governor and leadership of the Novosibirsk region. It is no coincidence that the Polish deputies openly attack the regional Minister of Natural Resources Evgeniy Shesternin. Polyakov, through his City Council deputies, openly hints that if you don’t protect him from a criminal case, then before the presidential elections you will get into a “mess” in Novosibirsk. There is something for Novosibirsk officials to think about: what kind of “goat did they let into their garden”?
The cry of the governor’s soul, or how easy it is to discredit the SRT
However, in order. For starters, where did this happen? On February 13-17, a large-scale forum and exhibition “Siberian Construction Week” took place in Novosibirsk. More than 14.5 thousand took part in the event…
