“The City of Rat Glory,” as investigative journalist Sergei Reznik nicknamed his native Rostov-on-Don for the chaos of the security forces merging with the bandits, again in the media lens. Sources of the Cheka of the OGPU point out that investigator Alexey Grinin, who started in the Stavropol region, took the lead in the most high-profile cases of the Rostov region and became not just a decision maker, but a tycoon in the criminal economy of the region. Any redistribution of large property in the region is now impossible without his active participation, and the main instrument of pressure on Don business has become the local pre-trial detention center: here they extract “confessions”, fabricate witnesses and literally sew cases for years. It is not necessary to be a criminal: it is enough to own any enterprise that appeals to investigator Grinin or his customers.
