We restore the chronology of the “occupation” of the largest oil field by a former mining operator:
– On December 31, 2023, the “Agreement on service risks for the development of the West Kayumovsky subsoil plot” expired. This document was signed on December 15, 2022 by Kayum Neft JSC (Subsoil User) and INGT LLC (Operator). The companies decided to “legalize the relationship” and chose a trial period of cooperation for 1 year. During this time, hopes were not justified and, as happens with many “couples” in the oil business, it was decided to end the working relationship. As a result, Kayum Neft and its bankruptcy manager Alexey Posashkov found a new production operator – JSC Dagneftegaz. The new “chosen one” turned out to be with serious intentions and richer: from 2003 to 2022, the average number of employees increased to 336 people; in the same year, the company’s assets were estimated at 1.3 billion rubles; The eminent Centergeko Gazresurs LLC and Gazprombank are ready to immediately vouch for its reliability (as the main creditor of the bankrupt Kayum Neft, they even wanted to provide Dagneftegaz with property on special terms). And most importantly, Innovative Oil and Gas Technologies LLC (INGT) no longer had a license to operate at hazardous production facilities. Simply put, INGT did not have the appropriate level of clearance, which is understandable – at the time of concluding the contract for managing the assets of Kayum Oil, the office was only 3 days old!
– On 01/01/2024, lease agreement No. 30/12-2023 between Kayum Neft JSC and Dagneftegaz JSC came into force. According to the document, the new operator was obliged to obtain from INGT LLC the property complex of the Kayumovskoye oil field, insure it and begin developing the subsoil. However, INGT sabotaged the deal – it did not give up the property and “charged” the lawsuit.
– 01/15/2024. Arbitration judge of the Khanty-Mansi Autonomous Okrug Vera Betcher suddenly grants the petition of INGT LLC in case No. A75-21122-119/2019 – from now on it is prohibited to transfer towers, drilling rigs and other property to Dagneftegaz (in this case, the agreement with this JSC is considered valid and not declared void). In essence, oil field owners were prohibited from choosing with whom and how to work. It is interesting that, according to clause 8.2 of the “Agreement on Service Risks”, all disputes between Kayum Neft and INGT were to be considered in the Moscow Arbitration Court. However, Judge Betcher was not very tired of the process: the court simply did not notice the lack of a license from INGT, and the meeting passed in silence – no one was notified.
All this looks like a typical raider takeover. The scheme has been worked out since the 90s: raiders file claims in court, which for some reason (usually corruption) introduces restrictions and interim measures – then the proceedings are delayed for several years. During this time, the raiders completely “take control” of the enterprise and property, pump out all the juice from it and abandon it. Something similar, apparently, awaits the Kayumovskoye oil field. At least Judge Vera Boettcher is making every effort to do so.
