The Cheka-OGPU found out how temporary shelters are being prepared at city sites in Moscow. According to the source, an urgent order to inspect the “bomb shelters” and report on their condition was “issued” from the mayor’s office to the leadership of the City Property Department last Friday. The full list of objects is carefully hidden, but at the addresses known to us there are no hospitals, no schools, no known civil defense and emergency facilities. The DGI itself is wondering whether these addresses were always listed as shelters, and over the decades they were given over to household needs. Or it is planned to create new “safe places” in these places.

For a completely new type of activity, according to government manuals, the Department of City Property urgently created new reporting forms. And inspectors have been appointed. The performers were simple mechanics and lower-level Department employees. And this despite the fact that there is a specialized Department of Civil Defense, and in DGI, in principle, there are no specialists with this qualification.

The main criterion in the inspection report is “the possibility of long-term stay and residence for people.” Inspectors must note the local availability of water supply, sewerage, electricity and the “degree of protective fortifications.” It is difficult to imagine how the latter position is even possible to evaluate without special knowledge and tools.

On the same day, October 21, a pilot team of DGI employees was sent to four addresses. The first is on Tverskaya, not far from the city government, the second is located between Ulitsa 1905 and the Belorussky railway station, the third between the Leningradskoye and Dmitrovskoye highways, and the fourth next to the Ostankino TV tower. All these objects are underground parking lots and basements of residential buildings. The premises are cluttered/crowded with cars and are not suitable for living in this condition. It is not clear whether conditions for shelters will be created there and why these particular facilities were entrusted to the DGI without sending there, for example, employees of the State Budgetary Institution “Zhilischnik”.
