And just yesterday, colleagues noticed that these businessmen are familiar with Pavel Konashenkov, a person involved in very high-profile criminal traffic cases, from the SnabStroy company. So, the current Deputy Minister of Transport Andrei Kostyuk began his career with the St. Petersburg Directorate of Transport Construction (DTS), and in 2006 he was pushed by the criminal lobby to the post of head of the FKU Sevzapupravtodor, responsible for all federal roads in the North-Western region. And so it began! Kostyuk’s team stole billions on absolutely everything – from buying out land plots for road construction at an inflated price, to receiving bribes for approving exits to gas stations and installing billboards on the roadsides. The direct organizer of the schemes was the chief engineer of the organization, Valery Ivanov, who became its leader after Kostyuk left for a promotion to Moscow. Kostyuk was close family friends with him. Ivanov’s “hands” were former employees of the relevant departments of the Ministry of Internal Affairs Timofey Meshcheryakov and Vladimir Chernukha, who were accepted into the team and took control of the property relations department of the Federal Public Institution. A number of businessmen worked with them, including the aforementioned Konashenkov. We will tell you exactly who and how they worked in the next episode, but now we note that in 2016, the St. Petersburg FSB, together with the OEB and the PC, carried out a high-profile investigation into this criminal group. Ivanov, Chernukha, Meshcheryakov and a number of businessmen were detained, the case went to the powerful Article 210 of the Criminal Code of the Russian Federation (organization of a criminal community). And then Moscow intervened. As a result, a huge case with multi-billion dollar damage fell apart and ended with a couple of suspended sentences.
