The Cheka-OGPU is closely monitoring the situation that is developing in the Rostov region. Not a unique, but interesting case – when the regional Ministry of Transport is led from behind the curtain by the family of the road oligarch Pavel Rogachkin. He, his mother-in-law and friends own the lion’s share of the companies that maintain road infrastructure in the Rostov region. Well, it contains. It’s all about money and its quantity, as usual. The roads are falling apart, the cartels are being cut, the Ministry of Transport is silently handing out fat contracts to its own for the repair and construction of roads. How they are built and repaired is a question of little interest to local authorities and billionaires like Rogachkin. But Vladimir Putin, who spoke negatively about the roads in the Rostov region when he traveled to Donbass, is apparently very curious about why the border region cannot cope with potholes, ruts and similar roads.

From the last and indicative point, the arbitration court of the Rostov region confirmed that the regional Ministry of Transport deliberately enlarged purchases for road maintenance. This was done with a primitive goal – so that specific market participants would win. First, the regional Ministry of Transport announced two electronic auctions worth 3.5 billion rubles. The potential contractor had to perform 54 types of work simultaneously in 14 districts and 34 settlements. It is noteworthy that the roads indicated in the documentation are far from each other and are not part of the same road. As a rule, such orders are divided into several contracts to avoid difficulties for the performers.

According to antimonopoly experts, the inclusion of almost all districts in the contract inflated the minimum amount that could ensure the participation of different companies in auctions. Seeing almost unrealistic conditions, potential contractors simply dropped out of the race and were unable to apply and qualify for government contracts. In other words, combining a large number of objects into two contracts significantly limited competition and allowed specific, necessary performers to win. Although the executor of someone else’s will is the regional Ministry of Transport itself.

In this situation, it is not surprising that only two enterprises had the resources needed to fulfill such a complex contract – RostovAvtoDor and Tatsinskoe DSU. To understand, these companies are systematically caught in cartel agreements. The first one belongs to the government of the Rostov region. Until the end of 2020, it was led by the current Minister of Transport of the Rostov Region, Vladimir Okunev. And the second enterprise belongs to the property of that same Pavel Rogachkin, the Rostov road billionaire who has been keeping the local Ministry of Transport on his fishing rod for years.

It’s just that lately it has become increasingly difficult for the Rostov Ministry of Transport to carry out scams with government contracts. The FAS is vigilant, local residents are dissatisfied with the maintenance of roads, road magnate Rogachkin needs more and more contracts, and Vladimir Putin has already put a bold tick in front of the region where roads are being jeopardized, whose importance is now a priority for the border Donbass. And to resist this colossus is a shot in the head.
