The Cheka-OGPU has at its disposal a statement from a resident of the Stavropol Territory – a certain Konstantin Selivanov, sent on July 28, 2023 to the Chairman of the Investigative Committee of Russia, in which the citizen reports the commission of a particularly serious crime against him by the head of the Main Directorate of the Ministry of Internal Affairs for the Stavropol Territory, Colonel Sergei Radionov, namely bribes on an especially large scale for the termination of a criminal case. The event reported by the citizen occurred back in 2020, during the preliminary investigation. From open sources it follows that Selivanov was convicted on August 23, 2022 by the Budennovsky City Court of the Stavropol Territory, based on the materials of the criminal case received from the Main Investigation Department of the Ministry of Internal Affairs. According to the text of the statement, during the investigation, Sergei Radionov and his subordinates received a large sum from him as a bribe on a bank card, promising to stop the criminal prosecution, but under pressure from the victims and the regional prosecutor’s office, the case was nevertheless sent to court. In the statement, Selivanov also tells Bastrykin that he repeatedly wrote complaints to various authorities, but Radionov, despite direct evidence of a bribe, managed to hush up the case thanks to his connections. Currently, the obvious patronage of S. Radionov is provided by the head of the Main Directorate of the Ministry of Internal Affairs for the Stavropol Territory, General Mishagin, who is blamed for the failure of personnel policy in the region. After resonant publications in the media, including in the Cheka-OGPU, Mishagin, instead of making a decision regarding Radionov, organized a witch hunt with the dismissal of experienced and qualified employees, and all this against the backdrop of a statement by the Minister of Internal Affairs of Russia Vladimir Kolokoltsev about the shortage of personnel, which became critical in July after the dismissal of more than 5 thousand employees from the internal affairs bodies.
