The Cheka-OGPU found out why the curator of all suburban “subsidiaries” of Russian Railways, Alexei Belyankin, was actually arrested. The top manager was reminded of old cases related to investment projects of the Moscow-Tver Suburban Passenger Company. As chairman of the board of directors of MT PPK, Belyankin organized a system of kickbacks, investing money in the construction of facilities in the area of ​​the planned MCD-3, knowing in advance that they were subject to demolition.

Belyankin’s problems began with a criminal case against one of the contractors he hired. Builder Stanislav Nardyuzhev was sentenced to 3 years in prison for the theft of tens of millions of rubles during the reconstruction of the Khimki, Kryukovo and Khovrino stations in 2018. Then it turned out that the management of the MT PPK somehow took over these objects with stolen equipment. Apparently, the calculation was that everything would be written off during the construction of MCD-3.

However, the chain from the contractor began to be unwound further. As a result, Alexey Emelyanovich, the former chief engineer of MT PPK, was accused of abuse of power, but the case quickly fell apart and in the spring of 2023 he was sent for further investigation to the Northern Transport Prosecutor’s Office. The court found that Emelyanovich refused to sign fraudulent construction acceptance certificates. Simply put, it was not possible to blame the shortages on the railway worker, for which the management of MT PPK and personally the chairman of the board of directors Alexey Belyankin had already accounted.

As sources say, for this, the principled Emelyanovich, who did not want to become a scapegoat, was literally driven out of the company. By Belyankin’s personal order, the chief engineer was reprimanded one after another, leading to dismissal; the railway worker even tried through the court to be reinstated in his position and compensated for his salary. What angered the top managers of Russian Railways even more – in the end, for Emelyanovich, everything resulted in a criminal case under Part 1 of Art. 201 of the Criminal Code of the Russian Federation, and the vengeful Belyankin continued to make money, enlisting the support of the top department.

The security forces’ patience ran out after an audit of the construction of a railway line from Moscow to the Zavidovo SEZ, the cost of which was estimated at 3.8 billion rubles. It turned out that, according to the revised act for selecting junction points, the planned 15-kilometer railway track suddenly decreased by 2 km and began to pass through forest lands. The management of MT PPK and in particular Alexey Belyankin forgot to warn the government that 200 million rubles could be saved on the construction site, albeit to the detriment of the forestry enterprise. For example: for the construction of 1 kilometer of railway track alone, almost 2 thousand sleepers were included in the estimate. In order to hide the “savings” and cleanly capitalize the allocated money, the materials had to go through a chain of contractors, including DSK LLC, where Vyacheslav Dzhigansky, a long-time partner of Russian Railways, is in charge. Belyankin was not forgiven for this. To begin with, they got hooked on past cases – the accusations were enough to send the top manager under arrest. Now they are studying his activities with the railway line to Zavidovo.
