During an on-site inspection in July 2020, it was revealed that the building was only 54% complete. The heating and electrical systems were not in use, and the basement was flooded. The water level has remained at about 10 cm since December 2019, and the construction site was littered with debris. The Ministry of Internal Affairs terminated the state contract for the construction of a new building only on January 27, 2020 – almost a year after the actual cessation of work.
In the same year, the management was brought to administrative responsibility for failing to ensure the conservation of a capital construction project after the cessation of work. During the execution of the government contract, the contractor had to obtain a license to carry out work related to the use of state secrets. As it turned out, the contractors hired by Promtechnopolis did not apply for any permits.
Technical supervision of the work was carried out by Shale LLC, which is interconnected with Promtechnopolis – both companies are headed by Vladimir Tokarev (arrested in December 2022 in a criminal case of fraud during the construction of the Ministry of Internal Affairs building in Yaroslavl). Tokarev’s deputy Kuznetsov was not listed on the staff of “Chalet”, but by proxy he worked with supervisory and administrative authorities. In December 2016, a fire occurred at the construction site in a shed where work and construction equipment logs, as well as project documentation, were stored. It all burned down.
Yaroslavl police will not move to the new building any time soon.
