The Cheka-OGPU discovered an “astonishing” criminal case related to the construction of wastewater treatment plants in Feodosia. Although it will seem striking only to a prosecutor who cares about compliance with the law, or to the chairman of the Investigative Committee, Alexander Bastrykin, while for Crimean investigators the case is quite routine, they have a stream of them, and this stream brings in a good income.

The investigation department for Feodosia of the Main Investigative Directorate of the Investigative Committee for Crimea began persecuting the head of the MKU “Capital Construction Department” of the administration of Feodosius, Larisa Lushneva. She is accused of exceeding her official powers in the execution of a municipal contract dated February 16, 2021 for the construction of a drainage station on the territory of the village of Primorsky. Allegedly, Lushneva accepted from the contractor and paid for uncompleted work totaling over 54 million rubles. Contractor – LLC “Climate-Service”.

An absolutely standard plot, but there is a twist. The investigator in the case, senior lieutenant I.A. Chakilev, when bringing charges, was guided by a complaint from the registration book and did not even try to verify the fact that work was being carried out at the site. Literally – written down from the words of a third person. In the meantime, the municipal contract in question is still under implementation, work is in full swing and, most importantly, all work is on schedule. Moreover, the contractor, frightened by the criminal case, invited independent experts to the construction site, who confirmed that the volume of work actually performed and equipment purchased exceeded the cost reflected in the acceptance certificates. That is, they are ahead of schedule.

What the experts did not establish was any hint of the presence of investigator Chakilev or the experts invited by him at the site. That is, the conclusions of the investigation are not supported by documentary evidence and go against the objective state of affairs. And it would be possible to talk about damage only after the completion of the contract and the commissioning of the facility. But this did not happen; the completion date for the work is at the end of 2023. That is, there is no damage at the moment and cannot be. But it may arise due to a freeze in work, which threatens to disrupt the municipal program.

This raises reasonable questions. What is the purpose of launching the criminal repressive machine? Isn’t this case a tool for redistributing the construction market in Feodosia? And does the immediate supervisor of investigator Chakilev, the head of the Investigation Department for Feodosia, Evgeniy Ovcharenko, know about his subordinate’s part-time job? Because if the prosecutor’s office does take over the case, then uncomfortable questions will arise about the quality, procedure and motivation for initiating a criminal case.
