Alexander Kosovan was in charge of the military construction complex in the army and was the subject of an investigation by Anna Politkovskaya, who accused the general of corruption. After his dismissal from the Moscow Region, Kosovan headed the Department of Urban Development Policy in Moscow and was suspected of involvement in the theft of 1.8 billion rubles from the budget, but the criminal case was closed by the Prosecutor General’s Office.
