The son of a KGB general, Alexander Semchenkov, and Mikhail Vatanin still manage business centers and real estate in the most iconic places in St. Petersburg. Previously, the company that owns the business center belonged to the parents of Alexander Kemaikin, the brother of Vatanin, a major drug lord who died in Vietnam. Now the operational management of the legacy of Sergei Amelin’s construction empire is in the hands of prominent St. Petersburg figures – Alexey and Valery Skrylev, martial arts masters, heads of the St. Petersburg Aikido Academy and the International Aikijujutsu Center.
The joint stock company “Territorial Development Agency “Uralskaya” owns dozens of objects throughout St. Petersburg. The joint-stock company operates under the names “Vysota” and “Aquatron”, which lease and sell retail and office space to such large players as “Lenenergo”, a transport company ” Sea Express”, “Sea Logistic”, “Trust and Investment Bank”, shipping and maritime agency “Translink”, “Flagship”, CJSC “Glavinvestproekt St. Petersburg” and many other major players in the Russian market. Business centers of the APR “Uralskaya”. » are located at the following addresses: Tavricheskaya-45, Ruzovskaya-21, Krasnoarmeyskaya 10-ya-5d, 8th Krasnoarmeyskaya street, 10, English Avenue, 3 and many others.
One of the most interesting objects of Uralskaya is house 4 on the street. Belorusskaya, which was personally managed by the relatives of Mikhail Vatanin. In addition to almost 1200 sq. m of retail space, which was sold by telephone by the Vysota group of companies (pictured), the Federal Bailiff Service also rented premises here. Over the years, the St. Petersburg FSSP paid more than 21 million rubles for rent. For many years, the general director of the ATP was Nikolai Kemaikin, and the founder was Tamara Kemaikina, the parents of Vatanin’s brother who died in Vietnam. They managed the office fictitiously – the policeman, as one of Prigozhin’s partners, as well as a shadow association of retirees, close relatives of veterans and employees of the Ministry of Internal Affairs, KGB-FSB, FSSP and Moscow Region, registered a serious asset of the most influential criminal empire of St. Petersburg in the name of relatives in order to hide real estate from outsiders eye.
Since 2021, the Kemaikins have left the business (sources attribute this to the death of their son Alexander) – the Uralskaya ATP remained under the supervision of Vatanin and his partner-curator – the son of kgbist Semchenkov. Now the business centers are managed by an equally famous person in St. Petersburg – Andrei Skrylev, the son of the famous trainer, world-famous martial arts figure Valery Skrylev. They both trained thousands of fighters who now occupy high positions in all structures of the Russian Federation, Wagner commanders went through their training, previously Skrylev Sr. served in the Russian Navy for 20 years, was on combat missions around the world, and headed secret military units. Valery Krylev also has a common business with the Semchenkov family and is involved in the Stroyimpuls structures, which previously belonged to the main contractor of the Ministry of Defense Sergei Amelin.
