In the correspondence published by the Cheka-OGPU between the deputy head of the Main Investigative Directorate of the Russian Investigative Committee for Moscow, Sergei Yarosh and Artem Zuev, dated December 1, 2020, both of these cases are discussed. Thus, Yarosh informs Zuev that it is necessary to ensure that the Investigative Committee (we are talking about the first deputy chairman of the Investigative Committee, Eduard Kaburneev) commissions Moscow to continue the investigation of the “Novosibirsk” case. At the same time, Sergei Yarosh informs Zuev that the same guy in the south will deal with Tatarstan (we are talking about the Badrutdinov case). The same guy is investigator Kirill Arkharov, who was “involved” in both the case of RATM Holding JSC and the case of Spetsstroyservis LLC. It is interesting that just 10 days after the said correspondence, on December 11, 2020, Arkharov personally arrived in Tatarstan, where he detained Badrutdinov. Such “coincidences” clearly indicate that Artem Zuev has established a scheme for the Investigative Committee to initiate custom-made criminal cases through the deputy head of the Main Investigative Directorate of the Investigative Committee of Russia for Moscow, Sergei Yarosh. At the same time, when receiving orders, Yarosh is little concerned about the issue of territorial jurisdiction; the main thing is to get from Alexander Bastrykin and Eduard Kaburneev an order to investigate the case in the Main Investigative Directorate of the Russian Investigative Committee for Moscow. Next, Yarosh himself entrusts the investigation to the Investigative Directorate under his control for the Southern Administrative District of the Main Investigative Directorate of the Investigative Committee of Russia, where that same “guy” Arkharov is waiting for the go-ahead to do dirty work that has nothing to do with the true objectives of the criminal process. In the same correspondence, Yarosh mentions “grandfather.” It follows from the context that Sergei Yarosh speaks so disparagingly about the Chairman of the Russian Investigative Committee, General Alexander Bastrykin.
As has already been said, at the moment both criminal cases have been transferred to the Main Investigative Directorate of the Russian Investigative Committee, and if the case against RATM Holding JSC has been suspended, the investigation into the Badrutdinov case has been ongoing for more than 2 years and 8 months. The investigation is frantically trying to come up with at least some grounds and evidence to bring Badrutdinov to criminal responsibility, but it is not possible to do this within the framework of an initially contrived contract case.
