The head of the local headquarters of the Ministry of Internal Affairs, Andrei Mishagin, sent to the region with the aim of clearing the region of werewolves in uniform in the leadership of the main investigative department, continues to fail his tasks. Hardly a week goes by without corruption scandals. Thus, in recent days, Vitaly Silchenko, head of police department No. 3 in Stavropol, was taken into custody on suspicion of receiving a bribe in the amount of 2.5 million rubles through an intermediary; the bribe was intended for a curator from the State Investigative Directorate. And in the Main Investigation Department itself, without unnecessary publicity, an investigator subordinate to the head of the Main Investigation Department, Sergei Radionov, was fired for the theft of 50 thousand dollars from funds seized during a search in a citizen’s home. Radionov and his deputy Shebekin had to literally beg the controlling structures for the opportunity to retroactively formalize the fact that they themselves had identified this crime, otherwise the case would have been taken to the capital, and in this case other unpleasant details would have surfaced.
General Mishagin himself, instead of taking proper personnel measures, organized a polygraph test against the leadership of the regional Ministry of Internal Affairs, while, according to a source familiar with the situation, the main questions in the lie detector were not at all identifying a tendency towards corruption and committing other official crimes, but searching for the source of information leaks, primarily in the Cheka-OGPU.
Covering up in front of the central apparatus of the Ministry of Internal Affairs, which have already become regular emergencies in local investigative bodies, General Mishagin, unable to resist the local security elites, admitted his complete powerlessness. At the same time, the chief police officer of the region is pushing his creatures into the personnel reserve for promotion, including the son of a member of the Tsapkov gang, Alexander Khodych, and other odious persons. Mishagin’s failure to take personnel measures has extremely aggravated the crime situation in the region and is causing reasonable concern among federal structures. Previously, in a similar situation, Sergei Shchetkin was fired, having slept through the situation with the “golden” traffic cop Alexei Safonov.
