The Cheka-OGPU continues its investigation into how, in the first minute of the terrorist attack at Crocus, the people who were supposed to ensure the safety of the spectators of the Picnic concert acted. Thus, a separate subject of the investigation and the reason for the report to the management of the Investigative Committee was the question of the presence of a panic button at the facility. More precisely about its absence. As well as the actions of the so-called Rapid Response Groups. Looking ahead, there were two of them and both were completely useless.

Crocus City security can be divided into three layers: internal – this is the security of the facility, the middle – private security company and external – private security. There is also the police; the Cheka-OGPU reported the day before about how the protection of public order was organized and the flight of employees of the Ministry of Internal Affairs. We have already touched on the actions of the Crocus security guards; the police reported about the head of the Security Service in their interrogations. According to them, Vladimir Sasnovich watched the execution of people through monitors from CCTV cameras. The inspector was on the “front line”; he was the first to be identified by his colleagues as dead. The shift manager, Veniamin Gubarev, like his boss, escaped hostilities and sat in the information and analytical center. Now he claims that he coordinated the activities of the security forces. But this is an obvious lie.

So, in the private security company Crocus Profi (a company close to the owners of the facility, the Agalarovs, in fact acts as its own security service and hires/controls Crocus security), director Yuri Sevryukov received a call not from Gubarev or security guards from the concert hall, but from employees from a post at the exhibition center Crocus Expo, which is not far from the main events. They said on the phone: “we are under fire.”

During interrogations, the management of the private security company insists that the State Bureau of Investigation was immediately sent to the scene of the incident. Moreover, it follows from the testimony that the group arrived at the main entrance of the concert hall 5 minutes after the first signal (a call from Crocus Expo) before the terrorists fled, at around 20.00. However, as it turned out, the Crocus Pro GBR, which even has weapons stored somewhere, in reality exist only on paper. Two security officers armed with batons arrived at the scene. Seeing the broken windows and corpses, they didn’t even go inside, but simply ran away. Now these security officers claim that they carried out the evacuation and provided assistance to the victims. However, there is no evidence of this.

As for the third line of defense—the private security of the Russian National Guard—it’s a “funny story.” As the Cheka-OGPU learned, the concert hall named after Muslim Magomayev, which was attacked by terrorists, … was not equipped with a panic button. The nearest panic button, the press of which transmits a signal to the private security remote control and after which the SBI goes to the scene, was located in a business hotel located approximately 500 meters from the entrance to the hall. Precious time was lost – the signal was given only when the first victims reached the hotel. According to the agreement with the employer, the RBI is obliged to arrive on site within 25 minutes. The quota was fulfilled, but it was too late.
