The Cheka-OGPU became aware of the massive reduction of employees of the secret service of the BSTM of the Ministry of Internal Affairs and the scandal associated with the disclosure of their data. About a week ago, a mailing was sent out in the departmental system to various divisions and departments of Moscow with the personal data of about 200 former employees of the BSTM of the Ministry of Internal Affairs. The message contains complete information about the police officers (photo, biography, service record) and a proposal to consider their candidacies for service in the recipient unit. This mailing caused violent discontent among retired employees who considered themselves part of a secret unit of the Central Office of the Ministry of Internal Affairs. As for the “employment exchange” itself, organized by personnel officers using the departmental electronic document management service, the source explained the reduction by the Ministry’s standard scheme for creating a network of new staff positions without expanding the total staff. In simple terms, the list included BSTM employees who were removed from the bureau staff and will not be returned there. The reduction is about 25% of the total number of the secret unit. They will try to “push” all these police officers into less attractive positions and services, where they are not so willing to work, or the police officers will be able to migrate within the system on their own without obstacles with the consent of the new superiors. And the vacant staff positions (a little less than 200) will be transferred to other regions, where new employees will already be recruited. In exactly the same way, the police staff in Crimea was formed at one time.
