The beneficiary of the damage worth 650 million rubles is the owner of the Israeli company Elsmed Healthcare Solutions, German Tsvilikhovsky, who is also the head of the now liquidated large supplier of health care services, JSC Ezra.
According to the Investigative Committee, at Nikonov’s go-ahead, Tsvilikhovsky’s group of companies was given an advantage in the process of awarding contracts for the supply of medical equipment. In return, Nikonov received a kickback of 10% of the contract amount.
On Nikonov’s instructions, in the interests of Tsvilikhovsky’s companies, over the course of four years, 29 government contracts were concluded for the purchase of medical equipment at an inflated cost and with worse technical parameters. The amount of damage amounted to 650 million rubles.
