The Cheka-OGPU became aware of the details of the scandal involving the renovation of Butyrka at the expense of prisoners. According to the source, in 2021 there were many wealthy people on the so-called “Governor’s Prodol” of Butyrka. These are the defendants in the “Landromat case” Alexey Sobolev and Lev Pakhomov, the defendants in the “Abyzov case”, Dmitry Mazurov, Evgeny Livshits, Ruslan Suleymanov. Some of them decided to chip in to clean up the pre-trial detention center. To begin with, 26 million rubles were collected, which were transferred to the detention center as financial assistance. These funds were used to repair cameras 326 to 339 (at the end of 2021 the numbering was changed, they became numbers 630-643). There are 14 cameras in total. Also, 10 cells were repaired at the Bolshoi Special Prodol with common cells. We repaired and installed new equipment in the gym at the BS; the employees on the 1st floor of the BS had their toilet repaired and a shower installed. In particular, plastic windows were installed in the cells, the walls were leveled and painted, new plumbing, a refrigerator, a lamp, and a mirror were installed. The bunks were arranged in a format of 2 to the left wall (one above the other), 2 to the right – opposite each other (before that they stood lengthwise along one wall). A shower was connected to the washbasin tap; you can switch to shower mode and wash in the toilet, pulling out the corrugation so that the water flows into the drain.

However, then the following happened. Quite quickly, many of those prisoners who participated in this voluntary event were “moved” to other, unrepaired cells. This caused a wave of discontent. And then the FSIN Internal Affairs Directorate became interested in the prisoner who was responsible for collecting funds for the repairs. Allegedly, he asked for money in order to stay in these cells. After this, inspections began that continue to this day.
